Activate or suspend a Block

Open a Block to citizens when it is ready, or close it.

A Block starts in setup: its staff can work, but citizens cannot choose it. Activate Block needs at least one GP and one Block Admin.

A Block in setup: its Block Admins, and Activate Block waiting until the Block is ready.

Activate Block: citizens can use the portal at the Block's address.
Suspend Block: staff keep their data, but citizens cannot choose the Block.
Reactivate Block reverses it.

Invite Block Admin adds another Block Admin to the Block.
