WhatsApp deliveries

Check that updates to citizens were delivered, and send again those that were not.

SWM sends citizens WhatsApp updates about their complaints and registrations. WhatsApp deliveries shows each message: Not delivered, Waiting, Sent or All. A message that fails is tried again for 24 hours; after that use Send again.
